Starter stage

A starter stage is a stage that is available for Versus Mode or event match mode play immediately after turning the game on for the first time; the player does not have to unlock that stage in order for it to be selectable.

So far, 21 stages have been officially been confirmed to be starters in Super Smash Bros. for Wii U. Another 19 can be seen in an official screenshot on what appears to be the starting roster of stages.
