Bowser spins around in his shell while doing great damage with multiple hits from his spikes. The move boasts subpar range, can be DI'd or SDI'd out of, and has noticeable ending lag, but is still powerful and reasonably disjointed nonetheless, and can combo into itself on fast-falling characters. It's extremely powerful, being the sixth most powerful down smash in the game and a reasonable KO option against floaties, as well as Bowser's fastest smash attack. The limbs are granted over half a second of intangibility starting when the hitboxes come out.
