Custom Movesets

Ruleset & Side Tournaments
I really think someone should include a rulesetsection for both Melee and Smash 4. I don't I'm the most qualified for this but I think it'll be important along the way, specially if some time from now Customs are completely dropped from Smash 4's competitive play.
Also, does anyone knows if there's any significant side tournament being organized? Project M, Melee/Sm4sh doubles, anything?
