OMG!
Oh my gosh! I just figured out something AMAZING! The Fan is not part of the Smash Universe. It's part of the MARIO UNIVERSE!!!! Look here and scroll down through the items!!!!!!! [1]

It still hould be pointed out that it IS in a Mario game, though.
