Does V-cancelling affect true knockback or solely knockback velocity?

Knockback, as I'm assuming everyone on the wiki knows, doesn't just affect how far a fighter is launched: it's used in the calculations for hitstun, as well as whether or not a fighter will enter tumble or be launched 44 or 0 degrees by a Sakurai angle move. Reading the wiki article on v-cancelling (as well as the affiliate links), it isn't super clear whether or not the actual knockback is reduced by 5% (i.e., V-cancels can reduce hitstun and be used to not enter tumble), or just the distance the fighter is launched.
