Razor Leaf is an attack originating from the Pokémon series that appears in all three Super Smash Bros. titles. In the first installment, Venusaur uses this move when it randomly attacks characters in the Saffron City stage. In both Super Smash Bros. Melee and Brawl, it is used by Chikorita to attack its summoner's opponents when released from a Poké Ball. This move also appears in Brawl as Ivysaur's side special move, though it is functionally different; Ivysaur shoots a large, single leaf, whereas Venusaur and Chikorita shoot a barrage of small leaves. However, both versions knock opponents back significantly for a ranged move.
As Ivysaur's special move in Brawl
With this move, Ivysaur sends a leaf as a ranged attack, making between 5%-8% of damage. It may curve mildly in a random direction at the end of its reach. It is very useful for canceling others' attacks. This strategy is often used when recovering back on to the stage with Ivysaur, as its Up Special Move is only a tether recovery (see Vine Whip) and a projectile must be used to clear edge-guarders and edge-hogs. Nonetheless, despite the leaf's long range, it will disappear after a short while and has a slight arc, so Ivysaur players must be in a decent position to the opponent before unleashing the move. Razor Leaf can actually be "Smash-thrown", like Samus's missiles. This makes the leaf travel a bit faster, and about a character or two character lengths further.
Origins
Razor Leaf is a Grass-type attack from Generation I. It is used exclusively by Grass-type Pokémon. Its base power is relatively low, but it has a higher chance to critical hit than normal moves. Also interesting to note is that because of the nuances of the battle system in Generation I, Razor Leaf would critically hit 99.6% of the time for most users, making it one of the more powerful moves back then.
