The Ancient Minister is the leader of the Subspace Army. It is similar in appearance to the race of Ancients in the Paper Mario series, such as Merlon. It is a limbless, possibly robotic entity who floats as if utilizing anti-gravity. Considering the Ancient Minister's appearance and the big role he serves, it is likely that there is more to him than meets the eye.
