Hi, i new here and I have the same problem, stages like green greens, Wario ware, and Unova Pokemon league all have distruptive hazards but can simpily be turned off, stages like midgar can just have the varies symbol instead of being banned just like the miiverse stage did in smash 4. And since no big tournament (Don't Park on the Grass, Smashadelphia Ultimate or Lauch for example) has had stages Fountain of Dreams legal, they are not legal.
