Manaphy's likelihood?

I don't think Manaphy is rarer than Deoxys or Lugia, given I see them a lot more often than I do Manaphy, and I see Manaphy about as often as I see Jirachi, Mew, or Celebi (all incredibly rare). I play FFAs a lot with items on, but unfortunately I don't have any data (or the tools to discover that data). According to the data I put on the Poké Ball page a while ago, Manaphy has a frequency value of 4, which is more common than Deoxys' and Lugia's 3. Toomai Glittershine The Obfuscating 14:08, 16 July 2014 (EDT)
