Well

This looks mostly okay, but there are some issues.

1. "The article's title is inappropriate or vulgar" doesn't seem necessary. Any inappropriate image names should already be covered by the image name policy, and we can't arbitrarily rename established smashers, crews, techniques, and so on.
2. I disagree that the admin who deletes the old-name redirect should be responsible for cleaning up the redlinks; redirect issues should be fixed by the mover whether the redirect is deleted or not.
