These are the changes I'd make for SSB4.
General
- Keep all the characters (no reason not to). Give the semi-clones a few more different moves, if possible.
- Declone all Final Smashes (I'll explain my ideas later)
- Get rid of everything about random tripping, but keep via some attacks and banana peels.
- Bring back actual hitstun, Melee's air dodge system, wavedashing, the wall grapple, and L-Canceling.
- Improve Level 9 CPUs - make them fully utilize all parts of their character's recovery, and make them actually attack when players are offstage rather than just standing there and spamming projectiles (yes, I know Meta Knight does this).
- Remove infinite and zero-to-death chaingrabs, and grab release abuses.
- Give all characters the same grab release animation (Wario, Ness/Lucas)
- Allow sliding down smashes and Dash Attack Canceled Down Smashes
- Trip getup attacks should be the same as floor getup attacks - right now they're just weaker versions.
- Make trips techable
- Make all characters gain distance while glide tossing
- Tilting the C-Stick down while crouching should not result in a tilt, but a smash.
- On the character selection screen, display stats of each character (ground speed, air speed, falling speed, weight, recovery, etc.)
Single Player
- Make Classic and All-Star Mode more like they are in Melee
- Give all characters unique Target Smash levels that require them to utilize their abilities, and don't throw random items in them!
- Remove explosives from Multi-Man Battle
- Only have one story in the Adventure Mode - this game isn't based on the story.
- In the Adventure Mode, instead of having a bunch of made-up crap, include enemies and locations from the Nintendo franchises. However, keep the cutscenes and storyline so it isn't like Melee's.
- Allow Sandbag to be grabbed in the Home-Run Contest
- Allow up to three different characters in Training Mode (not just the same character with different colour schemes)
- Add data for trophies of Adventure Mode enemies (weaknesses/resistances, damage dealt, HP, etc.)
Multiplayer
- Allow stock mode in Stamina battles (once a player runs out of HP they reappear, just like in normal modes)
- Give Wi-Fi actual servers that don't lag, allow stock and coin battles in With Anyone, allow players to create rooms where the host decides the rules and restrictions (stages allowed, items allowed, etc.).
- Allow replays of over three minutes to be saved.
- Give the camera more angling options
- Fix the Stage Builder - add a large amount of backgrounds, allow custom stage hazards, add a much larger size limit
- Allow custom music to be recorded and put into My Music on whatever stages you want.
Characters
Bowser
- Increase his size and weight
- Add super armor to his more powerful attacks (especially f-smash and Bowser Bomb)
- Make his attacks generally less laggy
- Give u-smash an earthquake hitbox, like Dedede's f-smash
- Decrease the knockback of his nair to give it more combo ability
- Make the dair meteor smash much easier to land and significantly more powerful.
- Throws should be much more powerful.
- Bring back Fortresshogging!
- Implement Flame-Canceling from the original versions of Melee.
- Increase the damage and knockback of Giga Bowser's attacks
Captain Falcon
- Increase the speed and power of his attacks in general
- Make the Knee Smash sweetspot easier to land
- Give the dair a better-placed hitbox and bring back the Nipple Spike
- Give the first part of Falcon Punch some super armor
- Make Falcon Dive more powerful so that it isn't as pathetically weak as it is in Brawl.
- Allow Falcon Kick to restore his midair jump.
Charizard
- Remove type effectiveness
- Make his glide start much faster and give him 7% heavy armor when gliding (like Snake's Cypher)
- Give f-throw some chaingrab potential.
- Increase knockback of b-throw and u-throw and make them able to KO reliably at under 150%.
- Make d-throw keep opponents on the ground (like Snake's d-throw).
Diddy Kong
- Allow him to go off ledges using his dash attack, and if the attack is nearly finished while doing so, allow him to immediately grab the ledge (similar to Bowser's Fortresshogging)
- If charged for too long, Peanut Popgun should produce a large explosion that does high damage to opponents and high set knockback, and 10% recoil damage.
- Allow him to pull out as many bananas as he wants, but when he pulls out a third, the oldest one on the stage disappears instantly.
Donkey Kong
- Make fair faster and the meteor more powerful.
- Giant Punch should not cause helplessness if used in midair.
Falco
- Increase his dashing speed.
- Allow Falco Phantasm to be canceled with a midair jump (if he's not already used one) or a wall jump, and Fire Bird to be canceled with a wall jump.
- Change his Final Smash to an Arwing - Falco jumps into his Arwing and flies around the stage (on and off the screen), firing lasers at his opponents.
Fox
- First four hits of fair should lead into the final hit better.
- Change the final hit of his dair into a moderately powerful meteor smash.
- Decrease ending lag of his Blaster
- Allow Fox Illusion to be canceled with a midair jump (if he's not already used one) or a wall jump, and Fire Fox to be canceled with a wall jump.
Ganondorf
- Increase the speed of his attacks in general.
- Give super armor to his more powerful moves, and some super armor to the first part of Warlock Punch.
- Make Dark Dive more powerful so that it isn't as pathetically weak as it is in Brawl.
- Allow Wizard's Foot to restore his midair jump.
Ice Climbers
- Add 10-20 frames of invincibility to the opponent after using any throw.
- Increase the damage and knockback of most of their attacks.
- Bring back the Melee hit on Ice Shot.
- Allow them to climb their own Iceberg
Ike
- Increase the speed of his attacks
- Maybe add super armor to some of his more powerful moves.
- Quick Draw should not cause helplessness in midair (but make it work like Pikachu's Skull Bash so it can't be used a lot in horizontal recovery).
Ivysaur
- Remove type effectiveness.
- Significantly increase the speed of his attacks
- Increase knockback of dash attack, d-smash, aerials, and throws.
- Increase damage of bair
- Allow dair to launch him upwards
Jigglypuff
- Increase speed and power of attacks, generally make him more like he is in Melee.
- Make dair a weak meteor smash (like in SSB64)
- Allow the turn-around animation of Rollout to be canceled with a pivot grab
- Remove the flower effect in Rest, make it much more powerful (as in Melee)
- Give down taunt a wind effect
King Dedede
- Remove set knockback of down throw, and make it a chaingrab only at lower percentages that can be done against everyone (but lighter characters can escape easier, of course).
- Change the last hit of his dair to a meteor smash.
- Jet Hammer should have a longer lasting hitbox, less startup lag when uncharged, and give a horizontal boost when used in midair.
Kirby
- Give him two dash attacks - if the attack button is tapped, he will do his Burning attack from Melee, if the attack button is pressed, he will do his Breakspin from Brawl
- Give his copy abilities the exact same properties as the original versions
- Give the first few hits of his fair set knockback so they can combo into the last hit better
- Increase damage and knockback of Cook Kirby
Link
- Make his attacks faster and more powerful.
- Slightly increase horizontal air speed and Spin Attack horizontal distance
- Bring back the rapid sword attack from Melee
- Allow him to perform bomb recovery by throwing a bomb up and Spin Attack'ing into it (this can be done in Melee)
- Increase damage and knockback of arrows (allow them to KO at Sudden Death percentages)
Lucario
- Increase the base knockback of some Aura moves
- Increase damage of Aura moves at minimum
- Make d-smash a powerful semi-spike
- Make Double Team much faster and make the counterattack unblock/counterable
Lucas
- Remove grab release problems
- If he has a Bunny Hood, increase height of midair jump
- Zair should do small damage and have a bit more range to grab onto the ledge
- PK Freeze should not cause helplessness if used in midair
Luigi
- Give the first hits of his dash attack set knockback and give them a chance of tripping the opponent, leading into the final hit better.
- Slightly decrease the knockback of some aerials so they can combo better
- Make dair meteor smash easier to land
- Give Fireballs much higher speed and much more range
- Decrease ending lag of Green Missile
Mario
- Increase KO power of u-smash, d-smash, and b-throw
- Make fair meteor much more powerful and decrease lag
- Give Fireballs trancendent priority
- Increase horizontal distance provided by Cape
- Allow Super Jump Punch to be cancelled with a wall jump, like in Melee, but so that Mario doesn't have to be right next to the wall when starting the move (he just does at the apex of the jump). Also allow it to be canceled at any point of the jump, not just the apex.
- Replace FLUDD with Mario Tornado and make it work just like in Melee
Marth
- Slightly increase hitstun of u-tilt, fair, and uair (but not by much) - this gives him more combo ability, like in Melee
- Give a visual effect to show the charge level of Shield Breaker
- Third hit of Dancing Blade aimed down should always meteor smash, even when tipper'd.
Meta Knight
- Remove transcending priority in all attacks except for f-smash and Dimensional Cape
- Slightly decrease the speed of his attacks
- Decrease knockback of d-smash and Shuttle Loop
- Remove the Infinite Dimensional Cape
- Increase damage and knockback of Galaxia Darkness
Mr. Game & Watch
- Slightly decrease shield damage of bair
- Change uair into a one-hit attack that ends very quickly, so it can juggle much better
- Remove the random trajectory of Chef, make the projectiles travel much faster and further, and allow them to be canceled upon landing (like Falco's lasers)
- Remove the glitch that allows him to grabbed out of Fire
Ness
- Remove grab release problems
- If he has a Bunny Hood, increase height of midair jump
- Increase damage and knockback of f-smash and allow it to reflect projectiles for a longer duration at a faster speed
- PK Flash should not cause helplessness if used in midair
Olimar
- Give all Pikmin types the same grab range as the Purple Pikmin
- Decrease knockback of nair and all smashes and throws
Peach
- Give some of her KO moves more favourable hitboxes
- Decrease knockback of u-tilt and fair
- Decrease knockback of f-smash tennis racket semi-spike
- Give first three hits of d-smash set knockback so they can lead into the final hit better
Pikachu
- Slightly increase movement speed
- Give him two different bairs - if the attack button is tapped, he will do a back kick like in SSB64, and if the attack button is pressed, he will do the Pikacopter from Melee and Brawl.
- Bring back the uair semi-spike from Melee
- Make b-throw send opponents at a lower angle so it can combo into Skull Bash easier
- Make the d-throw chaingrab have the same knockback on all characters (remove zero-to-death chaingrabs on the Space Animals and Captain Falcon).
- Make the Thunder projectile a very powerful meteor smash if the opponent is under Pikachu when he uses it in midair.
Pit
- Decrease knockback of arrows
- Centurions should have transcendent priority and ignore platforms.
Pokémon Trainer
- REMOVE THE STAMINA GIMMICK.
- Don't switch Pokémon when one is KO'd.
- Pokémon Change should be instantaneous
R.O.B.
- Make smashes, nair, and bair more reliable KO moves
- Give first few hits of uair set knockback
- Make dair meteor much faster
- Allow u-throw to KO reliably at lower percentages (below 125%)
- Decrease lag of Arm Rotor
Samus
- Increase fast-falling speed
- Significantly increase knockback of f-smash, Charge Shot, Super Missile, and other attacks
- Make bomb jumps more effective
Sheik
- Allow her to be selected via the Random option
- Make fair semi-spike much more powerful
- Make bair a better finisher
- Vanish should give a small momentum boost upon finishing
- Transform should be instantaneous
- Change Final Smash to something else
Snake
- Decrease weight (to about the same as Ike)
- Decrease KO power of jab third hit, f-tilt, and u-tilt
- Fair meteor should be faster, but slightly less powerful
- First few hits of dair should lead into the final hit better
- Remove the glitch that allows him to grabbed out of Cypher
Sonic
- Increase the damage and knockback of many of his attacks.
- Make Homing Attack faster and aim straight at the opponent (not curving around them).
- Make the Spring projectile a meteor smash
- Remove the glitch that allows him to grabbed out of Spring Jump
- Move Spin Dash to down special, and make his side special a Boost-style dash that passes through opponents and deals knockback (like Fox Illusion)
Squirtle
- Remove type effectiveness
- Change the last hit of dair to a semi-spike
- Allow uncharged Water Gun to freeze opponents, and make it do damage when fully charged
Toon Link
- Dash attack and nair should not have a chance of tripping the opponent (give the former knockback)
- Dair wind should not affect teammates if Friendly Fire is turned off
- Increase damage and knockback of arrows (allow them to KO at Sudden Death percentages)
- Change Final Smash to something from The Wind Waker
Wario
- Remove grab release problems
- Wario Waft should never self-destruct, and give him super armor when it is fully charged.
Wolf
- Give him 25 frames to meteor cancel, instead of 60
- All hitboxes of nair should cause flinching and it should lead into the final hit much better
- Allow Wolf Flash and Fire Wolf to be canceled with a wall jump.
- Change his Final Smash to a Wolfen - Team Star Wolf fries around the stage in their Wolfens, dropping Smart Bombs that can be controlled.
Yoshi
- Allow him to jump out of shield
- Give him 10 frames to meteor cancel, instead of 25
- If he has a Bunny Hood, increase height of midair jump
- Increase KO power of smashes
- First three hits of bair should have set knockback and lead into the final hit better
- Allow him to grab the ledge using Egg Lay
- Allow him to eat items using Egg Lay, with items turning into eggs that contain food (the bigger the item, the more the food)
- Egg Roll should have much more favourable hitboxes, should not cause helplessness if ended in midair, and should give some horizontal distance when recovering (like in Melee)
Zelda
- Din's Fire should not cause helplessness when used in midair.
- Farore's Wind should be easier to control and have a larger ledge sweetspot
- Transform should be instantaneous
Zero Suit Samus
- Allow her to be selected on the character selection screen
- Allow her to be selected via the random option
- Rapidly pressing taunt buttons should transform into Samus (just like how Samus transforms into ZSS, but the other way round)
- Decrease short hop height
- Paralyzer projectiles should travel faster and further
- Slightly decrease knockback of Flip Jump kick
