He didn't say "I will block you" or "I'll get the admins to block you" or even "the admins will block you for this", he was simply saying that, on this wiki, vandalism of any sort is taken seriously, and that continuing to edit other users' comments could result in him being blocked. It wasn't threatening, it was informative, which is an acceptable tone for such a comment.
