And Tucson isn't allowed to have a PR for what reason exactly? Other cities have PRs that fall under their state's overall PR (Columbus, Ohio for example) so this argument is also invalid. This article may not be relevant to you but BOX is vital to our scene and deserves recognition. If this website refuses to allow me to do so, I will recognize him elsewhere.
