That may be true, but there are too many characters with that distinction. And there are some silent characters who actually have a sound test section. Aidan the Gamer 11:11, 14 October 2014 (EDT)

I'm personally not sure either. I do wish the editor who added the cleanup tag back in late February would have elaborated more on what they thought needed cleaning up.
