Inkipedia has an article on Ink.

There are a few attacks in Super Smash Bros. Ultimate that cover foes in ink, mostly used by Inkling. Being inked causes characters to take more damage proportional to the coverage amount, with a maximum multiplier of 1.5×. Characters can be covered by up to 300 units of ink, and each individual attack has its own ink cost and coverage amount. The maximum damage multiplier of 1.5× is reached when the character is covered by 180 units. Inkling's tank holds 150 units of ammunition; these units are not equivalent to units of coverage, as all attacks can fully cover a single opponent before ammunition is depleted. Some Assist Trophies can be covered in ink.
The color of ink does not matter, aside from potentially making the coverage amount harder to estimate; an Inkling is equally affected by having their own ink reflected at them. When Kirby copies an Inkling, he will use the first color of ink that isn't being used by another character, whether that be an Inkling or another Kirby. Master Hand uses a light blue ink.
The stage can also be covered in ink, which can slow down anyone who touches it except for the Inkling that left it behind. This is an additional property of a specific move, Splat Roller, rather than a side bonus of ink attacks themselves.

Trivia
- When a character is screen KO'd while covered in ink, the ink remains during the screen KO animation.
- If Mr. Game & Watch is covered in ink, he will appear rendered in 3D. Like effects such as being metal or fighting a false character, this is due to his model being flattened along one axis to make him appear rendered in 2D, with the ink effect breaking this illusion.
