Possible glitch

While watching an LP of the Subspace Emissary, this happened (move to 6:12 if it's not automatic). However, I can't tell if this is a glitch involving the Plasma Wire, a regular ledge grab, or if the Plasma Wire is just out of sight, meaning this isn't even a glitch.
