Tournament rulesets (SSBB)
On April 17, 2009, the Smash Back Room released the second set of de facto official rules for tournaments. These mostly mirrored the rulesets of previous installments, with the stages being the most anticipated factor.
Stages

Stages are divided up into neutral, counter-pick, and banned. Neutral stages are the only stages that are used in the first game of a match. After that, the loser may pick any stage, neutral or counter-pick, that is not banned. Additionally, each player may announce a single stage each match that s/he wants banned from the counter-pick list. The stages that are in the "Neutral/Counter-Pick" or "Counter-Pick/Banned" category are left to the tournament organizers to determine their actual placement in any specific tournament.

Also, the Sample Stages included with Brawl to demonstrate the Stage Builder are not rated, and so are essentially banned from tournaments.
