The maximum damage it can inflict is 200% in Melee and 60% (63% when fresh) in Brawl, and since Oil Panic's knockback is determined by the damage absorbed, its knockback caps at these percentages as well. In Brawl, at the moment the projectile is absorbed, there is a brief moment of invincibility.

In Super Smash Bros. 4, the move's damage multiplier is reduced to 2.5, and it undergoes a mechanic change that reduces its output further - a maximum of 6% damage can be stored in each of the three conceptual levels, and projectiles that do more than 6% damage will fill multiple levels as appropriate. For example, while three projectiles of 3% damage each will fill the bucket to 9% total, a single projectile of 9% will fill two levels at once, while a second 9% one can only put 6% into the third level for a total of 6%+3%+6% (15%). As a result, the move can only hold 18% worth of damage, and so deal a maximum of 45% damage.
