::Yes it is. If I remember correctly, you create a template saying <nowiki>{{{{{1}}}}}</nowiki>. Let's call the template A, and the template that you want to un-substitute B. Then, all you have to do is <nowiki>{{SUBST:A|B}}, resulting in {{B}}</nowiki>. Judging by your reply, I am assuming that it doesn't exist and I'm creating it (just to be sure, I searched through [[:Category:Templates]]).
