I'm putting this discussion both here and in the Jigglypuff article, since it concerns both Jigglypuff and Lucario. If Lucario is the 'NEW' Mewtwo in Brawl, then wouldn't Lucario be unlockable, I think its very likely he will be. @BigJohnno: Seeing as how there's only be two entries in the SSB series thus far, we can't go around declaring any trends. Unlockable?
