Heya. I noticed you reverted the decimal point values for most of Chrom's damage values. I know they're unintuitive, but I had tested them myself in training mode by hitting the same attack multiple times with staling off. As in, using ftilt four times in a row got me 43.7% instead of the expected 43.6%. Or a simpler example, using uptilt twice dealt 20.9% instead of 20.8%. I understand it's minor, but damage values can go to decimal places that aren't shown on-screen.
