(First, it makes more sense for pkmn with hitboxes to be 0% and not N/A and pkmn without hitboxes to be N/A and not 0%. Second, I tested Master Balls in Smash 4 on stages I know can spawn all of them, 7 tests 15 min each and only once was there a pkmn that didn't show... and it was Mew. A few didn't show in my 30 min tests in Ultimate, so I think we can saw this is Ultimate jank(tm))
