Swirlix evolves into Slurpuff if traded holding a Whipped Dream. Both it and its evolved form have a signature Ability, Sweet Veil, which prevents it and any other active allies from falling asleep.

Cotton Spore is a move introduced in Generation II which lowers the target's Spees by two levels. Swirlix can learn it at level 17.
