An example of both techniques are shown in this video from 1:08-1:15. The example is from Kamen Rider Black, while not the earliest use of them, it still predates Smash 64 by a wide margin. Many things in Smash can look/sound similar to something else in another source, and unless it's something noted by the majority (such as Super Jump Punch and Shoryuken), it's not relevant to mention. For the videos you linked, I would also contend the only similarity they have are being a powerful punch/kick and the user shouting "X Punch/Kick!"
