::::::Tier lists are not based on absolute potential, the human factor is considered. Why do you think every tier list ever made has such a major influence from tournament results? It doesn't matter what TAS says is "possible", if it is not feasible for a human player to replicate to where it affects the metagame/tournament scene, it is a non factor in tier lists. For example, it is said frame data "proves" Meta Knight has unbeatable planking, to where once he gets the lead, he will not lose. Now why is MK not banned for this? Because the human factor and tournament results show that this does not happen at an achievable human level. Another such example would be Diddy Kong and his single banana infinite lock that works on almost every character. While this is technically possible, why isn't Diddy Kong considered a tier above everyone else? Because of the human factor, the single nanner infinite lock is too difficult to perform on a basis to where it has an actual impact on the metagame/tournament scene.
