:You don't have to make a talk page comment every time you're under a different IP. It's completely normal for unregistered users to switch between or even change IPs, so you're not under the risk of a block. It's only considered sockpuppeting (to unregistered users, anyway) when your IP is blocked and you use a different one to get around it.
