:::Well regardless of bot or not, they're going to random inactive user's talk pages, creating them, tagging them as needing a clean up, and writing "AEIOU" on them. They're creating user pages for other users (and putting a tag on them for speedy deletion, etc.) They know how talk pages work because they've made several.
