Having familiarity with the Wikipedia Barnstar, and having a Shining Star myself, I suppose it's 1/2 popularity and 1/2 diligence. As far as I know, anyone can present a Shining Star...-Gargomon251 (talk) 05:27, 26 May 2008 (UTC)
