Super Smash Bros. Brawl will allow you to create custom stages. First, you select the size of the stage. Then, you pick a background and a music piece to play on it. Then, you set the terrain. You can send one stage per day to Nintendo. In addition, Nintendo will offer a "stage of the day" that you can battle on for one day only. You can also send stages to your friends, and they are compatible with SD cards.

Stage Builder is a mode in Super Smash Bros. Brawl which, indeed, allows a player to build a stage. Options include the stage's size, the music used, the background, and, of course, the individual components. Created stages can then be sent to Nintendo, and one a day will be hand-picked to be distributed to players around the world. They can also be sent to friends over Wi-Fi and via SD Cards. You can name the stage, write details, and make the stage with such neat things like running mills, spikes, and so on.
