So, your goal is to first get rid of Jigglypuff. Getting rid of Jigglypuff is not much hard. Just keep throwing Pokéballs and hope that a legendary Pokémon will come out. Once she is gone, concentrate on the Wire Frames. Keep throwing Pokéball since the Wire Frames can't pick them up.
