You seem to be invested in the competitive scene, so I was curious about how the tool type Steve uses to mine affects stage legality. The materials he gets on pokemon stadium or smashville are different than on battlefield or omega stages, and even then he uses either a pickaxe, axe, or shovel on different stages (even battlefield and omega stages), meaning stages where he mines with a shovel give him an advantage since he doesn't use a shovel in any attacks. :From what I can tell, it doesn't seem like many people are discussing how Steve's mechanics affect stage legality, especially since it can usually be alleviated by simply doing a stage ban during a set. Of course, offline has only started to return recently so discussion on this would probably become more prominent in the near future.
