It is ill-advised to use it on someone who has hardly contributed, but there is nothing set on stone as to when it should be used; and as such should be treated on a case-by-case basis.
 
There may be some cases when someone who is a user may be logged out or using a different device without logging in. Technically, this is [[SW:SOCK|sock-puppetry]], so don't let it concern those who wish to use this template in the first place.

What's more, users can gain rollback, or even become an administrator with a lot of hard work, dedication, and responsibility. See the links for more details.
