:::I'm not defending the behaviour of whoever tagged the file, but as an admin it absolutely is your responsibility to check yourself before you delete the file. It even reminds you to do this on the speedy delete template. Also, you say that like checking the file usage is a burden when the file page itself lists any pages which use the file, including user pages, so it really isn't that big a deal to just make sure that things like this don't happen.
