I ''think'' Cloud's classic mode is an homage to the variety of vehicle scenes in FFVII. Some are more obvious than others though. Spirit Train starting out is obviously the trains on Midgar, Lylat Cruise is the Shinra Rocket. Halberd and Rainbow Cruise are probably supposed to represent Highwind, Big Blue might be homaging the motorcycle chase. Corneria is probably just another Highwind stand-in but I guess you could stretch a bit and look at it as the Tiny Bronco, since it's flying over water and the Bronco is used as a boat... I think Cloud's classic mode is an homage to the variety of vehicle scenes in FFVII. Some are more obvious than others though.
