Rename article to "Launch rate"
This article was created in 2009 when Melee and Brawl, the latest two Smash games, had a rule option with this name. Now, in 2018, the breakdown looks like this:
Since the name "launch rate" is actually accurate to the option's effect, and since the two most recent Smash games use this name, we should rename the article accordingly.
