:I'm gonna go with my gut here. There's no real concrete description, but generally, an amateur is someone who doesn't attend tournaments and has little skill, and has only played against pros in friendlies, if at all. Basically a no-namer. A pro-am is someone who goes to tournaments but doesn't make big impacts in regionals, or can only do well in very small tournaments. ::As I understand it, matchups haven't really had an update (all 3 games) 5+ years, putting both Melee and '64 horribly out of date. This would be true of Brawl as well but since the game has been more or less dead since 2013 or so, there hasn't really been any advancement in the meta.
