The Miiverse post you are referencing says that the Chakram is "tied to the side special move", which in simple English is clearly "is a side special move". In addition, we have no proof of the designations of the other two moves mentioned - it might make sense that the other two are neutral specials, but Villager's bowling ball drop turned out to be a forward smash, which no one really expected, so we won't be speculating move inputs.
