Nair and dair are good moves for edgeguarding, with the former you can d-throw into it just near the edge to get the opponent offstage, and dair can cover the area around the edge if the opponent has a linear recovery. Using nair multiple times offstage also isn't risky at all because of Pikachu's great recovery.

::No they're not, nair has no outward reach, and d-throw to nair won't work at killing damage. Dair also has not outward reach, while additionally being pretty weak (it won't KO under 150% even offstage).

::No, Pikachu relies on Thunder for kills, his edge-guarding is pretty weak unless you're fighting someone you can wall offstage with Thunder.
