About Sonic's model, yeah the textures of the Brawl model are far more detailed than the Secret Rings model and the torso looks like it has a higher poly count, but the facial structure, hands and especially the shoes look almost identical. As said given the rushed development, it could be that to speed things up and given that ''Secret Rings'' is a Wii game, they might have taken the ''Secret Rings'' model, gave it more detailed textures, and altered it to the point that it was almost a completely different model. But just like you said, its also possible that its a completely new model that just so happens to resemble the ''Secret Rings'' a lot.
