The line about creating an account needs to be removed - that's only appropriate if the user is an IP, and there's actually a separate template for that. This was fleetingly discussed in December, but nothing was actually done about it. I think that the entire line should be removed. At the moment the template doesn't really make sense, which isn't doesn't create the best first impression for a new user.
