While ZSS and Samus have separate awakening battles in WoL, there is nothing suggesting that they are outright separate entities, since gameplay and story segregation is a thing (same for Mario and Doc). She has separate tabs for each of her casual outfits on her general page and is a significant costume change in a similar vein to Shulk's Ercu Type.
