::::::I'd say the terminology is rather easy. Unused is a catchall for anything that was not in the game but was considered/planned/etc. Planned would be something similar to Alph or Chrom, where Sakurai decided on them, had everything laid out for them, but never got around to it. Considered would be something closer to Pac-Man in Brawl, where Sakurai thought about it but almost immediately scrapped it. Then there could be removed or cut, which would be Mewtwo or Roy in Brawl, who were coded and ready to go but scrapped at the last second.
