Its certainly not Icy Wind - that was demonstrated by Suicune in Melee. Its not Blizzard, Ice Beam, Aurora Beam, Powder Snow, Avalanche, Ice Ball, Ice Fang, Icicle Spear, or Ice Punch. Although Sheer Cold is a one hit KO, it is the one that looks most similar to what both Togepi and Articuno do (and with Articuno (especially on Jigglypuff at 0%) it can be a OHKO).
