I don't think the Mii Fighters should be listed as starters. This page has screenshots of the starting roster and the Miis aren't there. The starters are the fighters that are always selectable when you first buy the game and go straight into Smash. If you have to go into Games & More to create a Mii, that is not a starter because creating a Mii is the requirement. Starters have no requirements. Even if the creation process is simple, it's like calling a character you unlocked from beating Classic Mode a starter or calling a downloaded character like Piranha Plant a starter.
