I modified Marth’s tipper jab 1, which has 0 additional shield damage, to deal 85 and then 86 damage. 85, just below 60/0.7, didn’t instantly break the shield. 86, just above 60/0.7, however, did. So I think it’s safe to say that Melee uses damage*0.7 as well.
