:It's kinda complicated to explain, but the reason why ''Red and Green'' aren considered separate games than ''Red and Blue'' is because the latter is a mix of all the three Japanese Gen 1 games (excluding ''Yellow'', of course). It has the Pokémon selection of ''Red and Green'', but the graphics and layout changes of Japanese ''Blue''.
