This appears to be either vague or inaccurate. As far as I know Jigglypuff cannot stop charging rollout once she's started (unless she recieves hitstun from someone/something else). I am unsure if this is true, but from my experience in smash 4 I beleive that Sing (up special) was buffed in SSB4 as well. In previous games I was unable to stun players long enough to kill them with a rest, but now I seem to be able to do so. Can somebody please run a check on this to see if I'm right? I'm not convinced it's a thing. Aside from a deeply buried post with a mod note berating it for having no proof, it's not in [http://smashboards.com/threads/mewtwo-patch-version-1-0-6-7-thread-updated-may-1st.398902/ the relevant smashboards thread], nor do we even have it on [[1.0.6|our own changelog page]]. Furthermore, flower latch time could easily vary for non-obvious reasons, and increasing it by such a miniscule amount would be a rather pointless thing for the developers to do. If you want to look at it a more statistical manner, Jigglypuff is 36th of 38 in Brawl, which is basically in the 92nd percentile in terms of worst characters in the game.
