:Yes, he can, though it's predictably not easy (drop down from the ledge, jump, Jolt Haymaker, hope): I've tested all newcomers and all of them can Hyrule Jump, though I'm not sure about all the possible Mii builds (they all can in at least some build). I think it would be more interesting to check who can Reverse Hyrule Jump and if some veterans lost the ability.
