:It's decreased base knockback, not scaling. 1) Prior to 1.1.0, that was actually a buff to up throw because it gave up throw some comboing ability (relatively minor though). But then 1.1.0 increased the damage of the throw, increasing its knockback to what it was in Brawl (i.e. useless), without gaining any more power to KO due to the lowered base knockback, essentially turning it into a nerf. 2) This is a buff because it makes down throw combo into up air and other attacks at low percents until about 50%.
