Even accounting for ties, 21 different characters are faster than him. Neutral A combo now shit really well. Useful for ëating Yoshi cocks 
Can fuck opponents at low percents 
Good, high-priority shit that come out quickly with minimal lag 
Can fuck with his laser, although usefulness is fucked 
Can Wall Fuck 
Can fuck up damage quickly 
Most of his fucks are quick and solid fucks

Falco is really overrated in the tier list, or so says in many discussions in SWF. The reason mentioned in attributes of even matchups is not really goog. He has too many bad matchups like Kirby, ROB or Marth to deserve that place. Marth has for example better overall matchups than Falco.
